Public Service Commission unless candidates not already in the public service were to be considered. The amended clause would appear to require in practice reference to the Commission of all vacancies in super-scale posts except those excluded under-clause (2) and my freedom to consider outside candidates could hardly fail to be prejudiced. The simplest way of meeting my point would be to add super-scale poste in Division I to the list of exclusions. Should this be Impracticable a possible solution would be to revise Clause 11 (1)(c) to read "the qualifications of officers serving on any time-scale for promotion beyond that scale". This would secure main objectives of impartial consideration of relative claims of local officers without conveying impression that filling of specific vacancies rested with Public Service Commission.
